Allows fire chiefs and deputy fire chiefs to elect to opt out of participation in the Oklahoma Firefighters Pension and Retirement System within 30 days of hiring or promotion to chief/deputy chief position.

Modifies the definition of "member" in 11 O.S. 2011, Section 49-100.1 to explicitly allow chiefs and deputy chiefs to make this election in writing.

Election must be submitted within 30 days from the date of hiring or promotion to the chief or deputy chief position.

Effective date is July 1, 2012 with an emergency clause for immediate enactment upon passage and approval.
