Amends the Oklahoma Medicaid Program Reform Act of 2003 by changing statutory reference from "Section 1010.1 et seq." to "Sections 1010.1 through 1010.13" for clarity.

Requires the Oklahoma Health Care Authority to provide Medicaid coverage to children under 18 years old whose family income does not exceed 185% of the federal poverty level.

Directs the Authority to apply for federal waivers to expand premium assistance programs for small employers and eligible employees, including provisions for high-deductible health insurance plans compatible with health savings accounts.

Establishes the Health Employee and Economy Improvement Act (HEEIA) Revolving Fund to support premium assistance programs using state and federal funding.

Sets effective date of November 1, 2012, and requires income verification procedures using Oklahoma Tax Commission, Employment Security Commission, and Department of Human Services data.
