• Mandates state agencies submit monthly utility cost data and annual progress reports to the Director while ensuring program costs are funded from energy savings generated, with initial vendor fee-free periods of at least 12 months.

• Repeals prior energy efficiency requirements in 27A O.S. 2011, Section 3-4-106 and authorizes the Director to develop separate statewide plans for capital improvement efficiency contracts under Title 62.

• Takes effect July 1, 2012 with emergency declaration for immediate implementation.
