Amends 74 O.S. 2011, Section 2220 to exempt children's groups, youth groups, and school groups from camping and recreational vehicle site fees at state parks.

Clarifies that volunteer groups and governmental entities providing beneficial services at state park facilities may have fees reduced or waived by the Commission.

Allows special discount rates authorized in the section to be waived for individuals who are members of groups receiving special group rates as allowed by law.

Establishes an effective date of July 1, 2012 and declares an emergency to allow the act to take effect upon passage and approval.
