Transfers governance of the Ardmore Higher Education Program from its Board of Trustees to the Regional University System of Oklahoma, including all assets, property, and obligations.

Designates the Ardmore Higher Education Program facilities as a branch campus of Southeastern Oklahoma State University, governed by the Regional University System of Oklahoma.

Designates Murray State College to operate and exclusively offer all lower division courses and programs at the Ardmore branch campus.

Establishes a five-year transition plan (to be completed by September 1, 2017) during which East Central University may continue existing course offerings, with no additional appropriated state dollars for expansion or new facilities.

Repeals the existing statutory authority for the Board of Trustees for the Ardmore Higher Education Program (70 O.S. 2011, Section 3213) and becomes effective September 1, 2012.
