Directs the Department of Central Services to adopt construction standards for public school buildings that promote energy efficiency, environmental protection, and long-term cost savings.

Establishes a high-performance certification program based on LEED or Green Globes standards that school districts can voluntarily achieve for new construction or substantial renovations.

Makes school districts eligible for incentives if they achieve the highest attainable performance certification, provided the increased initial costs can be recovered through reduced operational expenses within 5 years.

Requires the Department to examine cost estimates exceeding 5% of the project total before authorizing school districts to proceed with and qualify for incentives.

Takes effect July 1, 2012, with an emergency clause for immediate implementation upon passage and approval.
