Requires all state agencies, boards, commissions, departments, and other executive branch entities to accumulate funds through appropriations, fees, or other revenue sources before acquiring or improving real property.

Prohibits state governmental entities from using proceeds from bond sales or other obligations to acquire or improve real property.

Applies to all entities organized within the executive branch of government.

Effective date: November 1, 2012.
