Requires state agencies to use the Trip Optimizer system to calculate the most cost-effective method for employee motor vehicle travel exceeding 100 miles per day, unless the employee is driving a state-owned or -leased dedicated vehicle.

Exempts nonappropriated state agencies (entities not funded through legislative appropriations) from the Trip Optimizer requirement for employees whose regular duties involve personal vehicle use with agency reimbursement.

Mandates that maximum authorized travel reimbursement amounts be based on the lowest cost option determined by the Trip Optimizer system, with all reimbursement claims required to include Trip Optimizer results.

Provides an exemption for state employees who perform field work from all provisions of the Trip Optimizer requirement.

Effective date: November 1, 2012.
