Requires each school district board of education to develop and maintain a written earthquake protection plan that includes procedures for protecting students, faculty, staff, administrators and visitors.

Makes the earthquake plan part of each district's required emergency management plans under Title 63, Section 681 of the Oklahoma Statutes.

Mandates school districts provide earthquake preparedness and response training to appropriate faculty, staff and administrators (contingent upon funding), coordinated through the Oklahoma Department of Emergency Management.

Requires a minimum of two earthquake drills annually at each public school, with the purpose of identifying safe shelter locations and teaching participants how to react during earthquakes; all students and employees must participate.

Effective July 1, 2012, with an emergency clause allowing immediate effect upon passage and approval; directs the State Board of Education to adopt implementing rules.
