Amends 56 O.S. 2011, Section 230.60 to modify Temporary Assistance for Needy Families (TANF) eligibility requirements for poor persons receiving assistance.

Requires TANF applicants to identify persons allegedly responsible for child support prior to receiving benefits, with exceptions if applicant or child would be subject to abuse.

Authorizes the Department of Human Services to require paternity testing during pregnancy and establish paternity before birth, with identified fathers required to provide support effective upon application date.

Permits the Department to claim and collect child support arrearages based on results of gestational paternity testing.

Becomes effective November 1, 2012.
