Prohibits providing valuable consideration (cash, payments, reimbursements) to women to procure human oocytes through hormonal egg stimulation and surgical extraction.

Prohibits referring individuals to out-of-state egg harvesting services in exchange for valuable consideration.

Requires documented voluntary informed consent for egg donation, including disclosure of risks such as infertility, hospitalization, and death from complications.

Establishes civil liability for violations and permanent revocation of professional licenses for licensed professionals who violate the law.

Exempts treatment of infertility in the woman providing the eggs and protects women from penalties for being solicited to undergo the procedure; effective November 1, 2012.
