HB 2912 Summary

• Requires all students in Oklahoma public and private schools to complete instruction in cardiopulmonary resuscitation (CPR) and use of automated external defibrillators (AED) prior to high school graduation, beginning with the 2013-2014 school year.

• Mandates that the State Board of Education adopt rules for a training program based on nationally recognized standards from the American Heart Association, American Red Cross, or equivalent evidence-based guidelines, incorporating hands-on practice (psychomotor skills).

• Requires each school district and private school to ensure minimum of one certified teacher and one noncertified staff member per school site receive annual training in CPR, Heimlich maneuver, and AED use.

• Allows school districts to use state professional development funds to pay for or reimburse staff training in first aid, CPR, and AED administration.

• Effective date: November 1, 2012.
