Amends Oklahoma statutes (37 O.S. 2011, Sections 163.1, 505, and 520A) governing personal use permits for homemade alcoholic beverages including low-point beer, beer, cider, and wine

Allows beverages made under a personal use permit to be served at events where admission tickets are sold, provided the organization is a 501(c) tax-exempt nonprofit and the beverages were donated

Maintains existing restrictions limiting personal use permit holders to producing less than 200 gallons per calendar year for personal consumption, family, guests, and organized competitions

Updates statutory cross-references from "Section 4 of this act" to "Section 520A of this title" for clarity

Establishes an effective date of July 1, 2012, and declares an emergency for immediate implementation upon passage
