Requires the Oklahoma Water Resources Board to coordinate with state agencies to create a coordinated watershed restoration and protection strategy for each impaired watershed in Oklahoma.

Sets a goal for the strategy to reduce pollution loads in each watershed to levels allowing removal from the impaired list within 25 years.

Mandates submission of the initial strategy to the Governor, Senate President Pro Tempore, House Speaker, and Secretary of Environment by January 1, 2014, with annual progress reports thereafter.

Annual progress reports must identify actions taken by state agencies, pollution sources, recommended next steps, effectiveness analysis based on monitoring data, and recommendations for administrative, judicial, or legislative actions needed to achieve pollution reduction goals.

Directs the Governor and Legislature to take necessary action if state agencies fail to appropriately protect water quality standards in impaired watersheds based on annual reports.
