Creates a Legislative Task Force on The Oklahoma Central Purchasing Act to review and evaluate bidding procedures and processes.

Task Force membership includes 3 House members, 3 Senate members, primary authors of the bill from both chambers, Governor's representative, Attorney General's representative, and Department of Central Services representative.

Task Force must hold organizational meeting by September 1, 2012, select chair and vice-chair, and submit final written report to Governor and legislature by December 31, 2012.

Task Force terminates effective January 1, 2013, with no compensation or travel reimbursement for members.

Act takes effect July 1, 2012, with an emergency clause for immediate implementation.
