Increases various fees collected by the Oklahoma Insurance Commissioner, including application fees for administrators (from $100 to $200), bail bondsmen (from $250 to $350), and limited-lines license agents (from $20 to organizational document filing fees).

Extends administrator licenses from 12 months to 24 months and modifies bail bondsman license duration terms and renewal procedures.

Adds a $500 annual fee for insurers, health maintenance organizations, and related entities to cover filing and processing of financial statements by the Insurance Department.

Establishes a minimum $300,000 deposit requirement for new insurers and a $300,000 requirement for bail surety insurers; requires $100,000 deposit for life/accident and health insurers.

Establishes new penalties including a $50 late filing fee for overdue monthly bail bondsman reports and authorizes a civil penalty for bail bondsmen who file three untimely reports within a 12-month period; effective November 1, 2012.
