Requires school districts to use a request for proposal (RFP) process before retaining private attorneys or law firms when fees and expenses are expected to exceed $5,000.

Mandates that school districts maintain public lists of entities receiving RFPs and make RFP documents and contract information accessible on their website for 3 years after contract award.

Establishes Attorney General review of proposed legal contracts exceeding $100,000, with a 30-day standard review period and provisions for expedited review in time-sensitive situations.

Caps attorney fees and expenses at $1,000 per hour and requires outside counsel to provide detailed billing statements at the conclusion of contingency-fee legal proceedings.

Becomes effective November 1, 2012.
