Modifies the definition of "concealed handgun" in Oklahoma's Self-Defense Act to mean a pistol "the presence of which is not openly discernible to the ordinary observation of a reasonable person" rather than the previous definition focused on being "carried hidden from detection and view."

Permits property owners, tenants, employers, and business entities to prohibit concealed firearms on their properties but requires them to post visible signs if the building or property is open to the public.

Specifies that carrying a concealed firearm on posted property is not a criminal act but may result in denial of entrance or removal from the property, with possible $100 citation if the person refuses to leave and law enforcement is called.

Prohibits property owners from banning storage of firearms in locked vehicles on parking areas, except for convicted felons.

Effective date: November 1, 2012.
