Establishes a new cabinet area for Native American issues and state and tribal relations, with the Oklahoma Native American Liaison serving as Secretary of Native American Affairs.

Amends the cabinet system to allow for maximum annual salary of Sixty-five Thousand Dollars ($65,000.00) for the Secretary of Native American Affairs.

Requires the Oklahoma Native American Liaison to be a member of a federally recognized Indian Tribe and to serve as the cabinet Secretary with jurisdiction over Native American issues and state-tribal relations.

Designates the Oklahoma Native American Liaison's appointment date as no later than December 1, 2012, and specifies duties including negotiating cooperative agreements with tribal governments, monitoring compacts, and coordinating state agency consultation policies.

Declares an emergency provision making the act effective immediately upon passage and approval.
