Declares English as the official language of Oklahoma and requires the state to preserve and enhance its role.

Prohibits state actions that diminish or ignore English's official status unless specifically required by federal/state law or the Oklahoma Constitution.

Requires state agencies using languages other than English to separately itemize costs in their budgets, including interpreters, employee language training, document translation, and wage differentials.

Presumes bilingual education programs, driver's license exams in non-English languages, and mandating non-English workplace use diminish English's official role unless required by law.

Creates no new individual rights of action to demand governmental services in languages other than English; effective November 1, 2012.
