Amends 59 O.S. 2011, Section 1302 to clarify language regarding the Insurance Commissioner's authority over bail bondsmen regulation.

Replaces gendered pronouns ("he" and "his") with gender-neutral language ("the") in references to the Insurance Commissioner and the Commissioner's office.

Maintains the Commissioner's full power and authority to adopt rules and regulations, employ personnel, and establish duties and compensation for staff.

Specifies that written instruments and records from the Commissioner's office are accepted as prima facie evidence in Oklahoma courts.

Becomes effective November 1, 2012.
