HB 3031 Summary

• Requires the Oklahoma Commission for Teacher Preparation to develop and offer reading professional development programs for teachers who became licensed in elementary education, early childhood education, or special education before July 1, 2001 and currently teach in grades K-3.

• The professional development program must train teachers on five elements of reading instruction: phonemic awareness, phonics, reading fluency, vocabulary, and comprehension.

• Required to be scientifically research-based and meet state law requirements for professional development, with content covering both skills and methodology that may include technology components.

• Becomes effective July 1, 2012, with an emergency clause making it effective upon passage and approval.
