HB 3040 Summary: Higher Education Accountability Act

• Requires all institutions in the Oklahoma State System of Higher Education to submit annual accountability reports to the Legislature and post them on their websites beginning July 1, 2013.

• Mandates institutions report detailed data on institutional profile, affordability, student/faculty engagement, student achievement, institutional efficiency, athletic programs, and educational innovations.

• Requires reported data be disaggregated by student demographics (race/ethnicity, gender, income, age, first-generation status) and compared to peer institutions and past performance.

• Specifies 8 major reporting categories including student outcomes (retention, graduation, transfer rates), costs (tuition, debt burden), faculty metrics, and financial efficiency measures.

• Effective date: November 1, 2012.
