HB3044 Summary

• Limits state government agencies, boards, commissions, departments, programs, and offices to budgeting no more than 100% of their full-time-equivalent (FTE) employees from the preceding fiscal year, unless specifically authorized by law.

• Exempts the Office of the Governor, Office of the Lieutenant Governor, Legislature, Legislative Services Bureau, State Election Board, Office of State Finance, and Office of the Secretary of State from the FTE limitation.

• Allows positions funded entirely by federal funds to not count against the maximum number of FTEs for newly created positions not previously budgeted under Section 34.42 of Title 62.
