Prohibits registered sex offenders from obtaining a name change under Oklahoma law (12 O.S. §1632).

Requires petitioners for name changes to affirm under oath that they are not required to register as a sex offender in any state or jurisdiction.

Increases the age of child victims for Zone of Safety restrictions from 13 to 18 years old in 21 O.S. §1125, expanding restrictions on sex offender proximity to schools and child care facilities.

Creates criminal penalties for sex offenders who violate the name change prohibition (misdemeanor with up to 1 year imprisonment and/or up to $1,000 fine).

Effective date: November 1, 2012.
