Sets maximum superintendent salary at the amount paid to the State Superintendent of Public Instruction as provided in Oklahoma Statutes Title 74, Section 250.4

Allows school districts to pay superintendents benefits in addition to salary and to adopt incentive pay plans providing additional compensation if the district achieves established academically based goals

Requires school districts to file superintendent employment contracts with the State Department of Education within 15 days of signing and maintains these contracts as public records

Applies salary cap and incentive pay plan provisions only to superintendent employment contracts signed after the effective date of the act

Takes effect July 1, 2012 with an emergency clause for immediate implementation
