Amends 74 O.S. 2011, Section 4258 to modify the Ethics Commission Fund by adding lobbyist registration fees, committee registration fees, and other authorized fees to funding sources.

Creates a new funding mechanism requiring a five-percent fee on all funds raised by candidates, candidate committees, and noncandidate committees, payable within 30 days of the reporting period.

Makes the Ethics Commission Fund a continuing revolving fund not subject to fiscal year limitations, with revenues available for Commission expenses.

Effective July 1, 2012, with an emergency clause for immediate implementation upon passage and approval.
