Directs the Oklahoma Commission for Teacher Preparation to establish the Oklahoma Student Study Skills Improvement Pilot Program to improve student study and organizational skills for college success.

Requires the Commission to issue a request for proposals by October 1, 2012 for development of professional development institutes that teach 9th-12th grade teachers college-level teaching methods and homework requirements.

Mandates participating teachers complete pre- and post-assessments to measure teaching skill development before and after program participation.

Requires the Commission to contract for independent evaluations of all funded programs.

Effective July 1, 2012, with an emergency declaration for immediate implementation.
