Requires school boards to request national criminal history record checks for any direct contact unsupervised volunteer (parents/guardians on overnight trips or those with access to student locker rooms) and allows checks for any school volunteer.

School districts must pay the search fee, capped at $50.00 or actual cost, whichever is less; fees deposited in OSBI Revolving Fund.

After a volunteer passes a background check, they cannot be required to submit to additional checks unless the school board adopts a policy requiring them.

Defines "direct contact unsupervised volunteer" as individuals with unsupervised access to students (e.g., overnight trips, athletic program volunteers with locker room access) and "school volunteer" as anyone with direct unsupervised contact with students.

Effective date: November 1, 2012.
