Establishes in-state tuition eligibility for students on active military duty (30+ days) with U.S. Armed Forces, military reserves, or Oklahoma National Guard at higher education institutions within The Oklahoma State System of Higher Education.

Extends in-state tuition eligibility to spouses and dependent children of qualifying military students who meet enrollment and residency requirements.

Allows students transferred out-of-state by military orders to retain in-state status for as long as they remain continuously enrolled at Oklahoma higher education institutions.

Permits discharged or released military students who remain in Oklahoma and establish domicile to retain in-state status without the standard 12-month waiting period.

Creates similar in-state residency provisions for technology center school district programs and declares the act effective July 1, 2012 as an emergency measure.
