Transfers responsibility for child care facility licensing from the Department of Human Services to the State Department of Education, effective July 1, 2013.

Requires transfer of all child care licensing records, contracts, and authority from DHS to the State Department of Education on July 1, 2013.

Allows DHS employees involved in child care licensing to transfer to the State Department of Education if qualified, with retention of accrued leave and benefits.

Establishes the Child Care Restricted Registry to record individuals with substantiated abuse/neglect findings, license revocations, or specified criminal history, with public access through an online database.

Maintains existing licensing rules and standards until new rules are promulgated by the State Department of Education, and requires the department to establish a grievance system for affected persons.
