HB 3100 Summary

• Prohibits sale or furnishing of low-point beer to any person under 21 years of age.

• Prohibits persons under 21 from entering or remaining in separate bar areas where low-point beer is sold for on-premises consumption.

• Prohibits sale of alcoholic beverages to any person on their 21st birthday or before 7 a.m. on the day following their 21st birthday at mixed beverage, beer and wine, bottle club, and special event/caterer licensed establishments.

• Creates criminal penalties for violations, including fines up to $500 for first offense, $2,500 for second offense within one year, and felony charges with up to 5 years imprisonment for third offense within one year.

• Effective date: November 1, 2012.
