Amends 19 O.S. 2011, Section 220 regarding the Court Clerk's Revolving Fund, which is a continuing depository fund created with county treasurers for federal grants and designated funds.

Transfers oversight duties of the Court Clerk's Revolving Fund from the State Auditor and Inspector to the Administrative Director of the Courts, including development and implementation of necessary forms and procedures.

Requires court clerks to assess a 10 percent administrative fee on all fees collected for agencies other than the court, with limited exceptions for sheriff service fees, law library deposits, and dispute resolution fees.

Specifies that revolving fund monies must be reported quarterly to the Administrator of the Courts and can only be used for lawful operation of the court clerk's office after approval by the court clerk and a district or associate district judge.

Effective date: November 1, 2012.
