• Amends 70 O.S. 2011, Section 7-203 relating to the School Consolidation Assistance Fund established to assist school districts undergoing voluntary or mandatory consolidation and annexation.

• Changes "textbooks" to "instructional material" and defines instructional material to match the meaning in Section 16-102 of Title 70.

• Deletes the provision allowing the State Board of Education to provide retroactive severance allowances to employees dismissed due to annexation or consolidation who were previously denied such benefits and whose districts received funding on or after July 1, 2003.

• Maintains remaining uses of consolidation funds including employment of certified personnel, employment assistance, classroom equipment, transportation, and building renovation or construction.

• Continues authorization for school districts under mutual superintendent contracts to receive up to 50% salary assistance for up to three years, capped at $150,000 total per district.
