Enacts the Oklahoma Surface Damages Act governing surface damage negotiations between oil and gas operators and surface owners.

Expands notice requirements to include surface tenants who have recorded notice of tenancy with the county clerk, and broadens "oil or gas drilling" to "oil or gas operations" including seismic exploration.

Allows operators to file alternative small claims petitions for seismic operations when damages are claimed to be within small claims limits, with surface owners able to transfer from small claims docket if requested.

Requires appraisers to make recommendations on the reasonableness of proposed operations and damages; limits defendants named in actions to surface owners only, with surface tenants having intervention rights.

Declares an emergency effective date for immediate implementation of the act.
