HB 3130 Summary

• Amends 70 O.S. 2011, Section 5-135.2 to require school districts to report financial transactions using the Oklahoma Cost Accounting System with specified revenue and expenditure codes.

• Requires the State Department of Education to make all Oklahoma Cost Accounting System code designations, descriptions, and procedures for code usage publicly available.

• Amends 70 O.S. 2011, Section 5-135.4 (School District Transparency Act) to require school districts report using program codes, revenue codes, expenditure function codes, subcodes, object codes, project codes, and level-of-instruction codes.

• Mandates the Department update all code designations and descriptions on its website within 30 days of any changes, additions, or deletions to codes or descriptions.

• Requires the Department to make expenditure data available to the public in downloadable, open-structured data formats within 120 days of receipt from school districts.
