Prohibits public employees and officials from coercing state employees to contribute salary, time, effort, or other value to political parties, committees, organizations, or persons.

Prohibits public employees from retaliating against employees for exercising rights or not participating in permitted political activities.

Expands the crime of perjury to include public employees or officials who knowingly provide false or misleading information to the Legislature, its members, committees, or legislative staff.

Provides exceptions for certain appointed or elected officials and allows employees to provide information and opinions on proposed legislation without restriction.

Effective July 1, 2012, with emergency clause allowing immediate effect upon passage and approval.
