Consolidates charitable license provisions for intoxicating beverages by creating a single "charitable event license" that combines previous separate charitable auction, wine event, and beer event licenses

The new charitable event license authorizes charitable organizations (501(c)(3)-(10), (19)) to conduct wine tastings, wine dinners, beer events, auctions, or combinations thereof to raise funds

Establishes limits on alcoholic beverages that can be auctioned: maximum 50 gallons of wine and 500 gallons of beer per charitable event license, with only one license permitted per organization per 12-month period

Allows both live and silent auctions (conducted via bid sheets or online bidding for up to 30 days prior to event) for wine and beer purchased from retail stores or donated by individuals

Effective July 1, 2012, with emergency clause for immediate implementation upon passage
