Expresses belief that the National Defense Authorization Act for Fiscal Year 2012 (NDAA) is unconstitutional for authorizing the President to use war powers against U.S. citizens and lawful residents as if they were on a battlefield.

Directs Oklahoma's Congressional Delegation to immediately work to repeal Sections 1021 and 1022 of the NDAA and any other sections with substantially similar effects.

States that all unconstitutional provisions of the NDAA are null, void, and unenforceable within Oklahoma and prohibits state officers from implementing, enforcing, or supporting such provisions.

Declares that state officials who violate this policy will be considered in violation of their oath of office and subject to discipline up to and including termination.

Requires distribution of this resolution to Oklahoma's Congressional Delegation, the President of the United States, and the Secretary of Defense.
