Creates the Task Force on Oil and Gas Well Pooling to operate until December 31, 2012, tasked with reviewing and recommending modifications to Oklahoma's pooling laws, particularly as applied to nonproducing and unplugged oil and gas wells

Task Force consists of 10 members: Corporation Commission chair or designee, Secretary of Energy or designee, 2 mineral owners association representatives (appointed by Governor), 2 landowners association representatives (appointed by Speaker), 2 oil and gas industry representatives (appointed by President Pro Tempore), plus one House member and one Senator as cochairs

Members serve without compensation but may receive travel reimbursement contingent on available public or private funds; appointments must be made within 30 days of the resolution's effective date

Task Force may seek assistance from the Legislative Service Bureau or Corporation Commission to contract with independent consultants as necessary, contingent on available funds

Final report due by December 31, 2012, to be submitted to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives
