Disapproves the Medical Examiner's Facility Project proposed by the University of Central Oklahoma from the Oklahoma State Regents for Higher Education's submitted capital project list.

Authorizes the Legislature to review and disapprove capital projects submitted by the Regents under the master lease program established by Section 3206.6 of Title 70.

Requires the Secretary of State to distribute copies of the resolution to the Chancellor of the Oklahoma State System of Higher Education and to the Oklahoma State Regents for Higher Education.

The Regents must submit itemized lists of proposed capital projects and financing terms to the Governor, Speaker of the House, and President Pro Tempore of the Senate within the first 7 legislative days of each session.

The Legislature has 45 calendar days from submission to pass a concurrent resolution disapproving all or part of the proposed issuance.
