Proposes amendment to Section 23 of Article V of Oklahoma Constitution to modify restrictions on legislators' post-service activities and employment.

Prohibits former legislators from receiving compensation, remuneration, or expense reimbursement from any state governmental entity for two years after their term ends (excludes retirement benefits).

Allows exceptions for former legislators returning to teaching or instructional positions with their former employer (common school district, career technology district, or higher education institution) and for those elected to another public office.

Maintains existing prohibitions on legislators being appointed to offices created or with increased compensation during their term, and on having direct/indirect contracts with the state or political subdivisions during their term and two years after.

Directs Secretary of State to refer the proposed amendment to voters and requires Chief Clerk of House to file copies with Secretary of State and Attorney General.
