Proposes amendment to Section 23 of Article V of Oklahoma Constitution prohibiting former legislators from receiving state employment or compensation for two years after their term ends.

Exception allows former legislators to receive retirement benefits from governmental tax-qualified retirement plans and lawful compensation if elected to another public office.

Prohibits legislators during their term from being appointed to offices created during their term, and from having contracts with the state or political subdivisions authorized by laws passed during their term.

Directs Secretary of State to refer the proposed amendment to voters with specified ballot title explaining the two-year employment restriction and exceptions.

Requires Chief Clerk of House to file copy of resolution with Secretary of State and Attorney General.
