Amends Oklahoma Constitution Sections 3 and 4 of Article 28 to allow winemakers to operate up to three tasting rooms where they can provide wine samples and sell unopened bottles of wine they produce.

Increases production limit for winemakers that directly sell wine to retail package stores and restaurants from 10,000 gallons annually to 25,000 gallons.

Permits restriction on sale of other merchandise at winery premises to not apply to tasting rooms operated by winemakers.

Directs Secretary of State to refer proposed amendments to voters for approval or rejection with specified ballot title.

Requires Chief Clerk of House to file resolution with Secretary of State and Attorney General immediately after passage.
