Proposes amendment to Section 26, Article II of Oklahoma Constitution to clarify the right of citizens to keep and bear handguns, rifles, shotguns and other common arms for security, defense, hunting, recreation or any other legitimate purpose.

States this right "shall not be questioned by any branch of government" and requires any government restrictions to be narrowly tailored to serve a compelling state interest without frustrating or impairing the purposes of the right.

Directs Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection.

Provides ballot title describing the measure as an amendment clarifying what types of weapons may be kept and for what purposes, with restrictions only allowed to serve compelling state interest.

Requires House Chief Clerk to file the resolution and ballot title with Secretary of State and Attorney General immediately after passage.
