Disapproves permanent rules adopted by the Oklahoma Department of Agriculture, Food, and Forestry on February 14, 2012, specifically OAC 35:15-44-18 and OAC 35:15-47-6(c) and (e).

Asserts the Legislature's constitutional right under Title 75, Sections 250.2 and 308 of Oklahoma Statutes to designate rule promulgation methods, establish policy, and disapprove rules that contradict legislative intent.

Directs the Secretary of State to distribute copies of the resolution to the Governor, the Oklahoma Department of Agriculture, Food, and Forestry, and the editor of "The Oklahoma Register."
