Amends 19 O.S. 2011, Section 178.1 to require county boards of commissioners to take and maintain inventories of county property including tools, apparatus, machinery, and equipment costing more than $500.00 per unit.

Changes inventory verification requirement from biennially (every two years) to annually (every year).

Requires annual inventory verification as of the end of each officer's term and as part of required accounting for retiring or re-elected officers.

Applies to county property, leased equipment, and quasi-governmental boards including fair boards and hospital boards.

Declares an emergency to allow the act to take effect immediately upon passage and approval.
