Amends 4 O.S. 2011, Section 43 to allow any county in Oklahoma to regulate or prohibit dogs running at large, removing the previous restriction that limited this authority to counties with populations of 200,000 or more

Authorizes county commissioners to impound dogs running at large, sell them to cover costs and penalties, and erect necessary pens, pounds, and buildings for county use

Requires county commissioners to establish and enforce rules governing dog regulation and taxation, including entering cooperative agreements with the county sheriff for enforcement and financing

Permits counties to tax dog owners and harborers and authorize humane killing or disposal of dogs found running at large in violation of ordinances

Declares an emergency, making the act effective immediately upon passage and approval
