SB 1030 Summary

• Amends Oklahoma statutes (82 O.S. 2011, Section 1020.5) regarding determination of maximum annual groundwater yield from basins and subbasins.

• Prohibits the Oklahoma Water Resources Board from considering conjunctive management (coordinated use of surface and groundwater) when determining maximum annual yield, except within sensitive sole source aquifers.

• Maintains existing requirements that maximum annual yield determinations be based on land area, water storage, recharge/discharge rates, transmissibility, and pollution risk factors.

• Declares an emergency effective upon passage and approval of the act.
