Amends the Oklahoma Solid Waste Management Act to add definitions for "roofing material" (including shingles, decking, flashing, fasteners, insulation, and packaging) and "roofing material recycling facility" (sites processing roofing materials for alternative uses like road construction)

Requires roofing material recycling facility owners to install scales, weigh incoming materials, and maintain weight records in accordance with existing solid waste regulations

Imposes a fee of $1.50 per ton on roofing material received, with facility owners retaining $0.25 per ton until they recoup up to $40,000 in scale purchase costs plus interest, after which the fee drops to $1.25 per ton

Allows facility owners to deduct and retain 10% of fees collected for timely returns, and provides credit against fees owed for tonnage disposed at permitted landfills (with receipt documentation required)

Exempts roofing material recycling operations already included within and regulated under a solid waste land disposal site permit; authorizes the Environmental Quality Board to adopt implementing rules
